La disminuci\u00f3 de biblioteques a les escoles i instituts ha estat generalitzada, tant a centres d&#8217;educaci\u00f3 prim\u00e0ria com de secund\u00e0ria i tant a p\u00fablics com a privats o concertats. Tamb\u00e9 han caigut les activitats dedicades al foment de la lectura (del 83,1% el 2015 al 59,4% el 2020) i les hores setmanals en horari lectiu dedicades a les biblioteques (de 14 hores a 9,4). Els mestres i bibliotecaris consultats per l&#8217;ARA atribueixen aquest retroc\u00e9s a &#8220;la poca cura del departament d&#8217;Educaci\u00f3&#8221; cap a aquesta q\u00fcesti\u00f3 i l&#8217;acusen de promoure &#8220;pol\u00edtiques d&#8217;abandonament&#8221; cap a les biblioteques de centre.<\/p>\n<div id=\"app\">\n<div class=\"ara-body\">\n<p>Per la seva banda, la Generalitat diu que hi han influ\u00eft els &#8220;canvis pedag\u00f2gics&#8221;, que han modificat &#8220;el concepte que emmarcava la biblioteca com l\u2019espai exclusiu d\u2019acc\u00e9s a la lectura&#8221; i &#8220;han influenciat en la forma de fer \u00fas dels llibres o treballar la lectura&#8221;. El departament d&#8217;Educaci\u00f3 explica que &#8220;les noves orientacions pedag\u00f2giques fan que molts centres treballin la lectura des d&#8217;espais diferents, com racons de lectura als passadissos i bibliocarros&#8221;, i subratlla que el fet de no tenir biblioteca &#8220;no vol dir que no promoguin la lectura&#8221;. Tamb\u00e9 atribueix la caiguda a la &#8220;manca d&#8217;espai&#8221; d&#8217;alguns centres, al fet que &#8220;no poden mantenir el fons actualitzat&#8221; i a les retallades del programa &#8220;puntedu&#8221;. &#8220;Esperem poder revertir-ho&#8221;, diu el departament.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div>\n<div id=\"app\">\n<div class=\"ara-body\">\n<p>La <a href=\"https:\/\/portaldogc.gencat.cat\/utilsEADOP\/PDF\/5422\/950599.pdf\">llei d&#8217;educaci\u00f3 catalana<\/a> (LEC 12\/2009) estableix que &#8220;tots els centres educatius han de disposar d&#8217;una biblioteca escolar&#8221;, per\u00f2 a l&#8217;hora d&#8217;aplicar-la, la responsabilitat recau en cada centre. Cada equip directiu decideix quina part del pressupost es destina a la biblioteca, que sovint tamb\u00e9 obt\u00e9 diners de les Associacions de Fam\u00edlies d&#8217;Alumnes (AFA). De fet, els centres no poden contractar directament personal per a les biblioteques, sin\u00f3 que ho han de fer a trav\u00e9s de l&#8217;AFA. &#8220;\u00c9s un projecte de centre, cada escola decideix si tirar-la endavant o no. Hi ha moltes desigualtats&#8221;, explica J\u00falia Baena, que assessora 23 biblioteques escolars i \u00e9s professora a la facultat d&#8217;Educaci\u00f3 de la Universitat de Barcelona (UB).<\/p>\n<h3 class=\"ara-body-title\">Les biblioteques d&#8217;aula com a substitut<\/h3>\n<p>El 59,9% dels centres que no tenen biblioteca de centre en justifiquen l&#8217;abs\u00e8ncia perqu\u00e8 diuen que ja tenen biblioteques a les aules. &#8220;Em trobo que si no hi ha una biblioteca central, la col\u00b7lecci\u00f3 de cada classe \u00e9s rid\u00edcula. Parlem d\u2019un o dos llibres per alumne en lloc dels 10 recomanats&#8221;, alerta Baena. &#8220;Una biblioteca d&#8217;aula no \u00e9s una biblioteca de centre, que ofereix un fons i uns serveis, resol dubtes, recomana llibres i \u00e9s un espai per fer treballs. Hi ha un discurs pervers per part del departament d&#8217;Educaci\u00f3, que parla cada cop menys de biblioteques escolars i cada vegada m\u00e9s de biblioteques d\u2019aula&#8221;, afegeix el bibliotecari Carlos Ortiz, que des de fa m\u00e9s de 13 anys treballa en centres p\u00fablics de secund\u00e0ria de Barcelona i \u00e9s membre del Grup Bibliom\u00e8dia, dedicat a l&#8217;impuls de les biblioteques escolars i que forma part de la Federaci\u00f3 de Moviments de Renovaci\u00f3 Pedag\u00f2gica.<\/p>\n<div class=\"advertising banner content\">\n<div id=\"content-1000003-805914\"
